Our client located in  Northern Ontario has an immediate opening for a Purchasing Manager.

Responsibilities  

• Plan, direct and control all procurement and inventory control regarding raw materials and spare parts while ensuring that quality products are available on a timely basis at low cost and at the most favorable terms and conditions.
• Ensure compliance with company Principles and Guidelines, purchasing procedures and standards and applicable legislation.
• Ensure a short-term procurement plan for each business unit is prepared.
• Ensure all raw materials inventory is properly managed and available on a timely basis at low price with favorable terms and conditions.
• Ensure raw materials specifications are met through effective quality control and deductions applied as appropriate.
• Ensure high quality of chip inventory that is properly managed and available on a timely basis.
• Ensure employees involved with the handling of raw materials are trained according to legislative requirements.
• Ensure high quality spare parts & operating supplies are secure and available on a
timely basis at a low price with favorable terms & conditions while maintaining low inventory levels for the entire site.
• Ensure high quality materials & services are available on a timely basis at a low price with favorable terms & conditions for site capital projects.
• Purchases major equipment and negotiate contracts.

• Approves and ensures accuracy on all blanket orders, service contracts and all purchase orders exceeding $10,000.
• Ensure departmental budgets are prepared, met and variances explained with appropriate corrective action taken.
• Ensure raw material price variances are explained and price forecasting is communicated on a timely basis to the operating /business units.
• Prepare and implement cost and working capital reduction programs and explain variances from target.
• Ensures compliance with health & safety and environmental regulations / policies & procedures and takes appropriate corrective action when required.
• Ensure full compliance with QMS (ISO 9002) & EMS (ISO 14001) standard.
• Ensure all employees in the dept. demonstrate maximum effectiveness in role and are developed for potential future advancement including objectives setting and performance appraisals as appropriate.
• Assist in the preparation of and implement a communication program to promote employee awareness, motivation and participation.
• Ensure full compliance with the Collective Agreement and foster sound union / management / employee relations.
• Ensure suppliers and contractors are treated equitably in connection with sourcing, solicitation, award processes and decisions.
• Participates in quarterly procurement corporate meetings and completes special assignments.

Qualifications

• Education: Bachelor’s degree in supply chain management, business administration, logistics or a related field.
• 5-10 years in the papermill industry with supervisory experience, considered an asset.
• Strong leadership skills and team management abilities.
• Vendor negotiation experience
